[Outreachy announcement] Outreachy contribution period date changes

Hi Outreachy applicants,

The dates for the contribution period have shifted to allow Outreachy organizers to review all initial applications.

The contribution period will now open on Friday, October 8 at 4pm UTC.

Final applications will be due on Friday, November 5 at 4pm UTC.

The intern announcement date remains the same - Monday, November 22 at
4pm UTC.
